Online war strategy game?

I remember playing a game a few years ago on the internet that was a war strategy game. I need help trying to remember the name of that game. The only discernible thing I can remember about the game is that it had multiple world leaders in it except that they were not the actual names. I remember it had Tony Blair on it, but it he was called something very similar to Tony Blair. Same with Bush and Saddam Hussein. Anyone know this game?
